Turkmenistan’s implementation of UN Human Rights Committee recommendations: NGO follow-up report

Together with its partner Turkmen Initiative for Human Rights, International Partnership for Human Rights has prepared a follow-up report on Turkmenistan’s implementation of UN Human Rights Committee recommendations. The report assesses progress on the implementation of recommendations concerning problems of torture, corruption and violations of freedom of expression, which the Committee selected for its follow-up procedure when reviewing Turkmenistan’s compliance with the International Covenant on Civil and Political Rights in March 2012.

Under the follow-up procedure, states are requested to report back to the Committee on the implementation of key recommendations at set intervals. When considering Turkmenistan’s follow-up in October 2013, the Committee deemed the government’s responses unsatisfactory, reiterated its previous recommendations and requested additional information for further review of the government’s implementation of these recommendations. Against this background, Turkmen Initiative for Human Rights and International Partnership for Human Rights have updated their assessment, which was initially compiled a few months after the 2012 review, taking into consideration information about new developments.
