In the new report “Probing the frontiers of criminality: investigating attacks on civilians and abuse of Armenian POWs” International Partnership for Human Rights (IPHR) sets out evidence of the serious violations of international humanitarian law as war crimes committed by the Armed Forces of Azerbaijan in the Armenian provinces of Gegharkunik, Syunik, and Vayots Dzor, between 12 and 15 September 2022.

Based on the information collected during IPHR’s fact-finding mission to Armenia in October 2022, the analysis presented in this report finds that attacks against civilians not taking direct part in hostilities and against civilian objects – that is, objects which are not military objectives – were intentionally carried out by the Armed Forces of Azerbaijan in the aforementioned provinces between 12 and 15 September 2022. In addition, upon analysing visual materials collected through open-source investigation, this report finds that there is a reasonable basis to conclude that Armenian prisoners of war (POWs) were subjected to cruel, inhuman, or degrading treatment (CIDT) and torture by Azerbaijani servicemen, and that extrajudicial killing of Armenian POWs was carried out.

The report seeks to strengthen accountability and reduce the impunity of those responsible for serious violations of international humanitarian law.
