Policy Paper: The Role of the OSCE in Countering Transnational Repression Across the OSCE Region

On 16 October 2025 International Partnership for Human Rights (IPHR) and partners hosted the side event “Repression Without Borders? Confronting Transnational Repression in Europe,” as part of the Warsaw Human Dimension Conference. The session brought together experts Eleonora Mongelli (Italian Federation for Human Rights – FIDU), Alex Tinsley (Doughty Street Chambers), Alex Prezanti (State Capture Accountability Project), and Simon Papuashvili (IPHR) to discuss strategies for addressing transnational repression across the OSCE region.

To build on the insights shared during the side-event we are publishing the policy paper focusing on the role of the OSCE in countering transnational repressions (TNR) across the OSCE region. It includes the key contextual information related to the issue of TNR as a systemic, strategic challenge, and gives practical recommendations to OSCE institutions and Participating States on effective responses to TNR.
